Non-Executive Directors

Our trust has 6 Non-Executive Directors, Professor Sheila Salmon (Chair), Manny Lewis (Vice Chair), Dr Alison Rose-Quirie, Dr Rufus Helm, Janet Wood, Loy Lobo and Dr Mateen Jiwani who all bring wide-range of expertise and experience to our Board of Directors.

 

Professor Sheila Salmon - Chair

Sheila chaired Mid Essex Hospitals NHS Trust (2010-2017) and was also the founding chair of the Joint Working Board (2016-2017) forged through the collaboration of Mid Essex Hospitals with Basildon and Thurrock University Hospital FT and Southend University Hospital University FT within the Mid and South Essex Strategic Transformation Partnership (STP).

Sheila chaired Mid Essex Hospitals NHS Trust from 2010 – 2017 and was also the Founding Chair of the Joint Working Board (2016-2017), forged through the collaboration of Mid Essex Hospitals with Basildon and Thurrock University Hospital FT and Southend University Hospital University FT within the Mid and South Essex Strategic Transformation Partnership (STP).

Sheila was previously Chair of the North East Essex Primary Care Trust (2006-2010) and prior to that, chaired the Essex Ambulance Service, before being appointed to the Board of the East of England Ambulance Regional Service.

Coming with a strong clinical background, she has built significant and diverse senior leadership experience in health and social care and in the University sector. She was the Executive Dean of Health at Anglia Ruskin University, where she led the establishment of a Regional Faculty of Health and Social Care, and has represented the Nursing and Midwifery Council on numerous quality and standards visits to British Universities and their partner NHS Trusts.

Sheila has served as a quality partner with the Postgraduate Medical Education & Training Board (PMETB) and the General Medical Council (GMC). She holds a government appointment as an Equality and Diversity Ambassador, and has worked internationally as a developmental consultant and strategic advisor. She is an experienced executive coach and leadership mentor and actively supports the East of England Coaching Network operated through Health Education England.

She is the Emeritus Professor of Health Services Development at Anglia Ruskin University, currently advising on the establishment of the new Medical School, and has considerable previous experience both as an appointed foundation trust governor and as a non-executive director.

Manny Lewis - Vice Chair

Manny began his career at the Inner London Education Authority, following completion of an LLB honours degree at University College London. He then gained a masters degree in manpower planning and shortly afterwards became a corporate member of the Institute of Personnel & Development (CIPD) specialising in human resources in the public sector.

In 1988 he became Head of Education Personnel at Waltham Forest followed by promotions to roles including Assistant Director for Education in Birmingham (1990), Head of Personnel and Democratic Services at Thurrock Council (1997) and Executive Director, Corporate Services at the Greater London Authority (2001), where he helped develop the structures and operations for the new London Government. In 2004 he was appointed Chief Executive of the London Development Agency, where he successfully led the land assembly for the London Olympics.

In 2008 he was awarded an honorary doctorate of business administration for services to regeneration and development in London.

Manny became Managing Director of Watford Borough Council in 2009, which remains his current executive position. As a non-executive director, he held the role of Deputy Chair of Mid-Essex Hospital Trust for two terms and chaired its Finance & Performance Committee. With a strong commitment towards disability rights, he is a trustee at Golden Lane Housing, a charity providing housing for people with a learning disability and also the Chair of Habinteg, a regulated housing association providing accessible homes for people with a physical disability.

Manny was appointed as a non-executive director at EPUT in February 2018.

Dr Rufus Helm

Rufus originally trained as a doctor, specialising in Obstetrics and Gynaecology before making the transition to management consultancy. Starting his consultancy career with Arthur Andersen Consulting, he helped establish Andersen’s consultancy offering in healthcare before moving on to commercial roles with Serco and Circle Health.

Here he concentrated on the design and implementation of new service models focusing on improving the management of long term conditions and, in particular, the interface between acute and community settings.

Rufus joined the British Medical Journal (BMJ) as their Head of Business Development in 2012 where he focused on how digital resources can drive clinical improvement in areas such as clinical decision support, shared decision making and the delivery of evidence based medicine. More recently, he helped Health Navigator implement its innovative tele-coaching model as their Chief Operating Officer / Chief Medical Officer and now provides freelance consultancy to healthcare organisations country-wide.

Janet Wood

Janet has a degree in Business Studies and Accountancy from Edinburgh University and is a member of the Institute of Chartered Accountants of Scotland, having trained with Deloittes. She joined the NHS in 1992, working for Redbridge Healthcare and then South Essex Health Authority, initially as chief accountant.

At this point she was Finance Manager at Southend and Billericay, Brentwood & Wickford Primary Care Groups (the forerunners to PCTs). During her career break she undertook consultancy work for the Healthcare Financial Managers Association (HFMA), covering a wide area of NHS finance issues and in particular, assurance and governance. She was appointed a non-executive director at EPUT in November 2005.

Janet had a successful career as an NHS accountant and is fully conversant with all NHS finance issues. She was involved in establishing the Essex PCTs and introducing finance and early governance structures. Through her work with HFMA, she helped run successful training events and has contributed to several publications, explaining NHS finance and governance issues.

Janet is a non-executive director of the Trust because she wants to use her wealth of experience and knowledge to contribute towards making EPUT one of the best foundation trusts in the country. She believes that patients in the NHS should receive services of the high standard in bright, modern settings, and as a non-executive director she can help make this happen.

Loy Lobo

Loy is a leader in healthcare innovation. Before working exclusively in healthcare, he worked for 11 years for a management consultancy, leading technology-enabled business transformation programmes for multi-national companies.

Over the past decade, Loy has introduced a number of healthcare innovations and is president of the Royal Society of Medicine’s Digital Health Council.

Over the past decade, Loy has introduced a number of healthcare innovations and is president of the Royal Society of Medicine’s Digital Health Council. He has launched a UK social enterprise startup in wellness and was the founder of the telehealth business at BT Global Health.

Loy has served on a number of high-profile government panels and academic collaborations to promote the adoption of technology and decision science in healthcare. He runs a health innovation company that applies design, digital, and decision science to transform healthcare.

Loy is looking forward to sharing his knowledge and expertise to support EPUT’s goals to provide the best and safest care possible for our patients.

Dr Mateen Jiwani

Mateen is a practicing GP in London and Essex and previously worked as Medical Director at Barking, Havering and Redbridge University Hospitals NHS Trust, and NHS Enfield Clinical Commissioning Group.

He has a passion for technology and innovation, is a regular broadcaster on new and innovative healthcare approaches and sits on a number of boards including the Royal College of General Practitioners.

Jill Ainscough

Jill was a Board Member and Chief Operating Officer at Ofcom, responsible for projects such as spectrum management for the London 2012 Olympic Games and the refresh of IT systems when Ofcom was formed from five legacy regulators.

Prior to this, she was Managing Director at telecoms networking company Easynet Group plc until its sale to BSkyB in 2006.

Jill has served as a NED since 2007, with Sport England, the Football Association and for nine years at BMJ, the publishing arm of the BMA amongst others. She has chaired a variety of Audit and Remuneration Committees.

Professor Stephen Heppell

Stephen  has been a school teacher for more than a decade and a professor since 1989.
